Paying for a service which i had not opted fo

I have a pre paid mobike connection from Airtel. I keep on recieving marketing smses from airtel, which i never responded to. To my utter surprise i have been noticed that for the last 3 months an amount of Rs. 30 is deducted from my talktime every month. I wsa clueless as to why it was happening and called up airtel call centre. The IVR voice kept saying that i should dial 198 for complaints but it itself is a complaint that even after dialing 198 there is no response. Then few days back i got an sms from Airtel that i am availing some o request service because of which i am tarriffed 30Rs. per month and that is going to be renewed. Now i have never opted for any on demand service, neither am i aware of any such service on my connection. I dont know how to get rid of it nor to whom i should complain?
