Sim card still not activated though i have given my id proof three times

Near 20 sep. i bought one sim card from the surat which has no. 9601565035.the shopkeeper told me that i hav delivered the document first time but it was rejected and when i asked to the customer care they told me that the card is yours and it does use bye other person so i hav given my id proof second time to the shopkeeper and he told me that it's activated within 48 hours. but not it is so.so i have to give my id proof third time on 16 oct. and he also told me that same answer.but still my airtel sim card is not activated .what should i do . plz help me i m tired.and mentally depressed.&&&&&my name is minkesh patel and i live in surat and studying in engg. plz help me
