On demand, favouring MTNL, Bank Guarantee No.82/01 dt 20/03 for Rs.28, 000/- obtained from UCO Bank, Def Colony, New Delhi against FDR No. K/04-855473/100621 dt 18-03, both of the said bank and said amount and maturing on 18-03, was submitted in the office of Accounts Officer (STD-PCO), MTNL, Nehru Place, New Delhi in response to his demand note No. AO (STD/PCO)/6220488/ ASD dated 15/03. Guarantee as issued was for a period of five years becoming invalid on or after 20/03.
In view of the same I requested the aforesaid office of MTNL to release the Bank Guarantee while endorsing a copy of the same to UCO bank vide my letter No. MISC/001 dt 19 JUNE.
Also UCO Bank wrote to MTNL as under:

2.No claims and/ or any action to enforce claim under the said guarantee (s)
3.has/have been made against us within the stipulated period and in terms of the above guarantee (s) the Bank is released and discharged from liabilities.
4.We therefore request you to return us the expired guarantee in original alongwith your discharge certificate for our record.

I regret periods of more than two to four months have passed since aforesaid requests as made by MTNL and me have passed since then while the validity of the gurantee bacame invalid for more than a year and a half MTNL is still holding on the same without any specific reason or purpose.
On the other hand UCO Bank is reluctant to release my FDR for they are insisting atleast for discharge certificate from MTNL against the guarantee before they may do so which is so astonishing for they agree in their letter to MTNL as above, since no claim has been made against them within the stipulated period and in terms of the guarantee the Bank is released and discharged from liabilities.
Hence help is sought from your consumer cell resulting release of Bank FDR mentioned in the opening para so as to enable me to get my funds back from the Bank. Thanking you,
