Manhole malba left in front of my house since 3 weeks

The sewer manhole was cleaned almost 3 weeks ago & malba has been lying there since then even after repeatedly complaining on phone.

in past also it has been left like this inspite our request to the workers to lift it at the same time as it gives foul smell & can be desease causing.
