Not handing over the flat

Builder handing over date was in march 07 but yet to handing over the flat and asking for full payment

which is left hardly 5-8% and job only finished 80%. He is now saying either you pay final payment or face to flat cancellation. We have purchased this flat in very critical stage and now getting this kind of act from builder. Please guide me.
