Cruelty by neighbou

This is a complaint regarding our neighbour who has been cruel to his dog from the day it was brought in the household which was more than 4 yrs ago. The neighbours reside on the top floor of the house and have ownership to the terrace too. From the day it was brought, it is tied on the terrace all times of the day, day and night, summer and winter. No one comes to meet or love the dog and the dog keeps crying/barking all day/night. It is very very disturbing to see such an animal in distress. I really anticipate a response to this complaint and someone should really save that dog before the dog jumps off the roof of the house.
