Poor maintanance of property

I along with my family are r/o flat no 182 sfs ph 4 ashok vihar delhi -52 and are being harrassed by a

stubborn, abusive, foulmouthed., mean couple who reside in flat no 186 fs on first floor above our flat.

Their non cooperation attitude has made our living difficult since they have dug big holes in their balcony as a result water which constantly flows in balcony is going in to the walls of our bedrooms and toilets, giving foul smell and breeding to cockroaches, mosquitoes and endagering lives of other flat residents since it is weakening the foundation of the building MCD should sent a team to inspect the flats and try to solve the problem
