Passport Delay: PV is not completed

Dear Sir/Madam,

I have applied the passport on 10-Aug Since from that day passport Status is Showing Pending For Police Verification. I Contacted Several Times Local Police Station (Byataranpura) But of no use they told me that we have not received any such Application then I Visited the Commissioner of Police Passport They took xerox copy of Passport receipt (24-Oct) and they told me to contact After two weeks Now (5-Nov) Again i contacted local Police Station of Byataranpura Still they are Saying we have not received any such application

this really frustrates us, nearly 3 months over still not even police verification not yet done..Kindly Let me know to whom i need to contact or escalate this issue.
