Irregular power cut

I am residing in Flat 20f2, Sasanka apts, Nagarjuna Nagar, Taranaka. The electricity in our apartment goes off frequently, the most surprising thing is there will not be any power cut in our neighbor apartment, during night hours also it goes off for hours together. So I want to know about actual time of official power cut in our area, and also request the concerned authorities to look into the matter and solve the problem
