Not resolving the complaint

I am residing at C-32/ F.2 DLF, Bhopura, Sahibabad, Ghaziabad, U.P

I am facing a problem with electricity coneection in my flat since last few months. The problem is that electricity is coming on both phase and neutar lines and all the appliances even if switched off get shock. At night the lights are blinking even if switched off. I had complained about this at the Vikram Enclave electricity office in Sahibabad three times ie. on 26th August 26th September and in the month of November. But till now there is no response from the part of the concerned people. This problem is found in the whole building,

So I request you to take necessary action at the earliest.
