Illegal use on electricity

Hi i am ramesh chaudhary from jodhpur. i want to complain about my neighbour madan singh and mayaram vishnoi that they are using electricity illegally by connecting wires directly to the poles. they coneect the wire in the evening till morning they use the electricity in the same manner.their address is 463 mohan nagar-b b.j.s colony jodhpur and house no 488 mohan nagar -b b.j.s colony johdpur. please take some action as soon as possible
