C.I.D.'s delay for varyfication

Dear sir,

my self gautam goti, i submitted my application form for fresh issue of passport in thane at 21-10, they took 5months time but still they did not issue my passport, in spite of all clear documents, n no criminal records, local police held my enquiry before 3 months, they also submitted my documents to the thane C.I.D. for further n last varification process, the as per ruls they required to submitt after verification documents in 3weeks, but they not submitted or not they verified, n they took 1month.but they did nothing, so please help me, i am giving you some helpful details to you,

please please help me, if they not issue my passport till 15-04, than institute will cencell my admmissoin form the college, bcause thi exam i am giving is without passport is illegal.
