Harresment of daily parcel suppliers

I have daily up down in 139 ahmedabd passengers in last 10 years from valsad to vapi, after some days some of daily vegitable suppliers have loaded thier goods in passenger coach totlally illigal. all passege are block totally and also inform that the train guard has full co-operate to this persons and the train is daily late 10 to 15 minutes becuase the goods are not loaded in the coach the guard is not clear the signal to the driver. In this regard, please take the necessay action against them. thanking you
