Passport Delayed for kid

Dear Sir,

We had applied passport for my kid (One and half year old) at Hyderabad Passport Office on 10 December. When I checked status online, it is coming for last 3 months as

"It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time"

It is more than 3 months gone. At least we need to know what is the matter of getting passport delayed. When I tried to contact Public Grievance officer, no one is picking up the phone.
