Non receipt of passport

I have applied for the passport on 01-07, my application no. z-071266, dt. of birth 08-03-1953, till dt. i have not received the passport. on the site of indian passport.nic.in the message is that police verification waived-application is underway, now more than four months have passed-but waiting for the passport.
