Ealization of bills through bank

During last week of Nov' I had submitted a form (given by bsnl, kaushambhi), duly signed by the Andhra Bank, vasundhara to the Kaushambhi office of bsnl so that my bills are directly realized though the the bank and I need not visit their office everytime for payment. When I contact AO (Cash) incharge, none lifts the phone or found engaged. On approaching senior officers on phone, they simply say it would be done. so far about three months elapsed, nothing has been done
