SUB: CLEARING OF USELESS TOILET CONSTRUCTED BY MINISTRY OF REHABILITATION IN 1952

Hon’ble Sir / Madam

We and our family members live in A-Block, Double Storey, Kalkaji, New Delhi - 110019 which was allotted to us by the Ministry of Rehabilitation in 1952. Since these allotted quarters did not have toilets, the MCD had constructed public toilets for the convenience of the residents. Subsequently all owners constructed toilets in their houses and thus the public toilet was rendered useless. These toilets, however, are used by stray passers and also are never cleaned by MCD employees. This is causing serious problem to us as it is breeding ground for mosquitoes and other bacteria, thus causing a serious health hazard. We would also like to mention that these toilets are exactly in front of our Houses and so we are the most affected. The matter was brought to the notice of Chairman, Standing Committee vide our letters dated November 25, 1988 & dated April 5, 1999, Shri Subhash Chopra, Hon’ble MLA on July 12, 1999, Shri Jagmohan, the then Hon’ble Minister for Urban Development dated August 16. Shri Jagmohan marked the letter to Shri V.P. Sharma, Dy. Land & Development Officer, Ministry of Urban Development & Poverty Alleviation (Land & Development Office), Nirman Bhawan, New Delhi. Shri V.P. Sharma, Dy. Land & Development Officer, Nirman Bhawan, New Delhi marked the letter vide reference to letter no. 24 (352)-CDN dated 11.9.2000 to The Commissioner, MCD, Town Hall, New Delhi alongwith covering letter dated 11/9, copy marked to us. The Commissioner, MCD marked a copy of the letter to Additional Commissioner (Health) vide Dairy No. 1433 Dated 11/10. Additional Commissioner (Health) marked the copy to Deputy Commissioner (Central), Lajpat Nagar vide Dairy No. 1774 Dated 12/10. Deputy Commissioner (Central) marked the copy to Executive Engineer (CSE), Shri Ranbir Singh vide dairy no. 11674 Dated 17/10. Executive Engineer (CSE) marked the copy to Assistant Engineer (CSE), Shri Brijesh. Assistant Engineer (CSE) marked the copy to Junior Engineer (CSE) and Junior Engineer (CSE) marked the copy to Sanitary Suptt., Shri Rishal Singh. Shri Rishal Singh sent two persons from Kalkaji for inspection who inspected the site and also admitted that the toilets are in a bad condition, so it could be demolished. The file alongwith remarks returned to Shri Rishal Singh, Sanitary Suptt. who has returned the file to Shri Brijesh, Assistant Engineer (CSE). It is added that the file and papers are moving from pillar to post but no action has taken during the last 10 years inspite of regular pursuation with the concerned local authorities.

It is, therefore, requested that necessary instructions make please be given to concerned local authorities for removal of unwanted abandoned toilets in front of our houses to mitigate our health hazards.
