Non receipt of Passport

I have submitted my application for renewal of passport on 11th October. Police verification is done in the same month. police report also sent to passport office. But till now I have not received my passport. In fact the file nos after my number passport has benn issued already.

I have sent 9 reminder ot email provided by Passport website and even APO of central gov has sent 3 times reminder to APO hyderabad. But no action.

Please tell me the other way of making complaint.
