Where to re- submit Residence Certificate

I am Rakesh B applied for Passport with File No: Z505923/11, Resident of Guntur District, Andhra Pradesh. The online status says to submit my Residence Certificate. When approached to Regional Passport Office Secundrabad, the concerned Officer has advised me to submit at Begumpet Office, Secundrabad, when approached to Begumpet office they say to submit at Secundrabad. I am really fed up & confused with the mis- guidance and irresponsible behavior of the concerned officers. I have come all the way from Guntur and couldn't get my problem solved. Could any one please say the right procedure at which passport office to submit my Residence Certificate.
