Passport application Rejected because of father name change even though the name is changed through an official gazette

Passport Application of Roshen Mascarenhas has been rejected because of father's name change inspite of proving the same through official Gazette published in the year 2003.

My name Shri Miguel Pedro Santana Mascarenhas has already been published in official gazette SERIES III

No. 52 in year 28th march and changed my name from "minguel Pedro Santana Mascarenhas" to "Peter Mascarenhas" under the goa change of name and surname Act, 1990 (Act 8 of 1990) and by the Sub Registrar of Quepem Goa

And Accordingly Form B (See Rule 3) Certirficate sub section (4) of section 3 had been issued to me changing my name to Peter mascarenhas.

It appears that Officer in the Goa Passport department does not understand the meaning of an official Gazette and Form "B" issued by the by the Sub Registrar Quepem, Goa and this amounts to harassment next to mental tortures to the concerned and public at large. Can Some Competent Authority in Goa can explain to that Passport officer concerned that this gazatte once published cannot be challenged. For challenging a gazatte means challenging the state assembly of Goa.

Such officers should be demoted for misguiding the public and passport department be asked to issue the passport immediately with the party concerned.
