Delay in isuing NSCs

I handed over a cheque No. 72274 of Rs.50, 000/- favouring Post Master P.O. Parliament Street, New Delhi drawn on Syndicate Bank, Transport Bhawan Branch, Parliament Street, New Delhi to Mr. Sanjay Kumar on 3/1 for purchase of NSCs in my name vide receipt No. SL 0371869 issued by Mr. Sanjay Kumar on 4/1. But I received the NSCs dated (issued on) 12/13.01.2010 on 14/01. Now I request you to kindly take necessary action against the guilty officials responsible for the delay and compensate me for the loss of interest of 10 days and for the inconvenience suffered by me.
