Delay In Paasport

Hi,

I have applied for Passport in June Now in April it was expected to be dispatch, but again the status is "It is to regret that due to some unavoidable circumtances passport was delayed & will be dispatch in weeks time" & after that no update in status. Please let me know when can I get my Passport. They have already charged me for Rs 5000, As I was working in Noida & din't mention the same in Application form as I fill the complete form with my home town detail Meerut.
