Passport not received

I have not received Passport for my Wife which i have applied on 07.07.11 and today it is more than 2 months... when you say that the regalar time take to get a passport is 45 days but i have not received yet... I dont know how system work in India... Police says that Verification has gone on 28th August and CID office says that they did not receive... where this report has been gone. I got the flight ticket and Her Visa is getting delayed... please look in the matter ASAP and contact me.
