Passport Delay long time

Dear Sir,

I applied for the passport in month of 10 March. My passport Form No is ASR-L000488-11 see my passport issue status date 12/11 .But when I see on 16/12 then the status shows that It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time.
