Delay in Issuance of Passport

I have been checking the status of my mother's passport application since the date of submission. Police verification was done within 15days and I was expecting the passport within 11/2 months. However, the online status was updated to 'Police Report is clear and the passport is expected to be despatched by 07-12. Subject to all documents being in order.' and it remains the same from the past 1 month.

I am trying to contact the PassportOffice on numbers '040-27708888', '040-27704646' and '040-27704747' to get additional information on the status but I get a constant busy tone or no one never answers my call. Please help me out with this issue.
