Passport not received despite intervention from APO (PG)

I had applied for renewal of my passport in January and all necessary formalities and subsequent police verification were completed by February. However, I did not receive the passport and tried following up over phone and e-mails. They never pick the phone and the mails bounce. So, I lodged complaints on their web-site and sent e-mail to APO (PG). TWENTY ONE MONTHS HAVE GONE BY AND I HAVE NOT RECEIVED MY PASSPORT DESPITE APO (PG) ALSO DIRECTING THE LUCKNOW PASSPORT OFFICE SEVERAL TIMES FOR EXPEDITING SINCE MAY.
