Rules not being followed

I tried applying for TATKAL passport as per the details available on the official website of passport India.

I submitted photocopies of PAN card, Driving License & Voter ID along with annexure I.

But the official there told me that the form can not be submitted as i need to provide online verification of PAN & Voter ID (printouts from official sites for these). They told that the rules have been changed 4 months Back & same has not been updated on the website. In this case I have to apply under normal application with the same documents. If the rules have REALLY been changed then, it should have been updated on the website, so that applicant's like me can come with complete documents. And if there is was no such change in the rules then there should be some strict action taken against the concerned officials. Kindly do the needful.
