We are running an ngo "Pawansut Servangin Vikas Kendra", under ngo we run some school in bihar. our one school "Gandhi Memorial Public School" at Akorhi gola Rohtash, Bihar. few year ago new our school one village was completely burnt due to that some children became orphan. we found some orphan child specially Girl and we arranged lodging and fooding facility to them in our school. a frans team came in our school and write biography of our orphan student bharti and frans team offer bharti to came in frans on 26.04.2011. the team was also meet local government officer and news was telecast in local news paper and news channel. the local officer assured us to make passport in two days and local DIG given proper verification form when i meet patna passport officer for issuing passport of Bharti and our Director Education Dr. Meena Gupta local officer rejected DIG letter and told me i will not issue your passport you can go and meet to CM or PM. without passport my student could not attend her conference. due to that a major opportunity will missed. please snuggest. how we send our orphan student to frans. please look into the matter.
