Non delivery of cylender after phone booking

I have been trying to get a gas which was booked through a telephonic call (Telebooking) where our government promises cylender to be delivered within 48 hours, but after 16 days there is no hope that i will get a refilled cylender by HP (AGENCY NAME: PELICAN GAS AGENCY) cant call these guys as their phone are always off... only to talk to these guys we need to take half day from our office... and now we have no choice but buy cooked food from market as there is no hope of cylender delivery.

This is the scenerio for every month... pathetic service ..pathetic agency... Hope some senior will look into it..
