Non delivery of passport after correction

I submit passport to the Counter No. 1A in the bikaji kama place office, officer promised to deliver it by speed post on November 22. But it is 28th November now, but still i havent got my passport. I suppose to leave for Dubai on 25th of Novemebr but i got late due to non delivery of the Passport.
