POOR Delivery service by Indian Postal Service
Non Receipt of Degree Certificate

I am Steena Thomas applied for my MCA degree certificate (MS University Tirunelveli, Tamil Nadu) on 8th July. i am still waiting for my certificate. I tried to communicate i with the University and they informed me that their status showing "DESPATCHED" but when i searched with post office. i came to know that the same has been redirected to some other address and some one else had received my certificate.

Now some one help me where i have to complaint regarding this issue?
