Post Man of Vipin garden will not deliver letters

I am resident of vipin garden Uttam Nagar New Delhi-59 . In our area we have post office at mohan garden but the post man responsible for delivery of letters to vipin garden is very iresponsable, he will not delivery letters on time, in this month only he has mis placed my 6 very impotant speed post out which one was carrying very important doccuments, more over l often demand for bribe .whole coloney is very upset with his work, I personally visited Post office & Complainted aginst him but no action was taken.
