Wayer pipe broken

Sir,

water wasted on road! Kerala Water Authority (JICA ) (Cherthala) connected pipe to Areeparambu - kanichukulangara root. works well. But kwa pipe was broken and very much pure water flow on the road! so workers came and closed the vale, jica contractors and workers came next day and find out, the pblm is with the KWA Pipe, and they informed this on Jan 2nd 2013. but till this time KWA not noticed that and came here, some times they are on STRIKE (to whom now?)

Let me know who will repair the water pipe?

(JICA ) (Cherthala) or Kerala Water Authority? bcoz normally they says it was not ours!!! (BROKEN PIPE IS ALWAYS JICA)
