Delay in passport

I S.RAHUL from andhra pradesh applied for passport on may 30. i have to get my passport by june 5 th as per tatkaal rules.i mailed to them but they gave me no reply.i met in personal with the passport officer.he said i will be getting with in 15 days now its august till now i didnt get my passport
