Forcing to Hand over the charge to association

Sir,

I have purchased a bunglow in Kolkata and started living there. The promoter has not completed the entire project and he has not fulfiled few of his committments yet. For example he has committed to provide departmental store, chemist, ATM, laundary, intercom facilities but none of the things have been provided. Moreover the land was a marshy land and the land conversion process is still pending in the government department as told by him. Only few occupant have started living. But now the builder is forcing us to take the charge of the maintenance and other things by forming an association by the end of January. In this circumstances can he force us to take the charge. In the agreement it is written that upon the completion of the development of the project the promoter can hand over the charge to an association of owners. What is the solution of this problem. Can we object to such pressure from the builder. Can he force us to take the charge under these circumstances. Kindly help me as early as possible.
