Demanding bribe

I have take a shop at pune nda area in laxmi terrace from mr dhawade, but he is demanding rs 6000 as a bribe from me to give the agreement document as he is saying that he had to give the money to sub registrar as a chai- pani

please help me how to tackle the problem
