Non-Occupancy Charges

Hi Sir,

I want to rent out my flat, but the federation is asking for 2000 rupees non-occupancy charges for period of 1 year. We have 7 individual societies (buildings) which have collectively formed a federation. They say u have to pay 10% non-occupancy charges to society alos. Can u tell me if federation it is legally correct for collecting this amount.
