Non refund of Token money given for purchase of flat

I have given advance of Rs.11, 000 by cash and Rs.2, 00, 000 by chq to individual seller for purchase of flat in Kandiwali. Later on I came to know that the entire building is with Registrar-Administration (Govt). Now I want to canell the deal but the seller is saying that he will deduct Rs.1 lacs and will pay balance amount. Pl advise the course of action to recover entire amount.
