Secretary carrying out construction without anybody's knowledge and without any meeting

Dear Sir/Madam,

Greetings of the Day.

I stay at Borivali (E) in the above mentioned Housing Society and Society Mr. Kanta is carrying out building affairs without anybodies permission. Recently he carried out Building Renovation woth Rs. 600000 without getting quotes and approval from the building members. We have informed this to the Registery Office, Wadala in Dec however no action has been taken against him. And now due to this construction work there has been leakages in many flats in the society. Kindly advice what action we can take against this person and how?
