Refund of the booking amount

Ooked flat in omaxe spa villa in 2008 and paid 10 lacs as intstallment . but till now the phase of the construction project is too slow and i dont think i will handed over it time . they have just started the ground work on it.

Mean while i am asking them to refund the amount /transfer to the amount to some other project which they are refused to do it.

i have written so many mails, but all my effort has been in vain . it has given undue financial constraint

pls advise how i can act on these big branded fraudeste
