Non return of deposit amount and deduction of large amount for maintenance

I rented an apartment in vignan nagar, bangalore 2.5 yrs back and owner on vacating the house reducing around 25000 as Maintenance and repair charges. But as per agreement only one month is agreed as maintenence and it comes to less than 10000.Please advice in taking action against the owne
