Non payments of monthly maintenance charges

I am owner cum resident of MB Town, Zingabi Takli, Nagpur -440030. in our society some of the members are not paying their dues against monthly maintenance charges. since our society can not bear legal charges (because financial health of society is poor) suggest us what action we can take against such defaulters.
