Misusing buildings common passage area

I am fed up with our neighbours who have made it a habit of keeping shoes outside their door step in the common passage. Inspite of repeatedly telling them to keep their shoes in side the room, they seem adamant by not paying heed to our words. Is it legal to use the common passage for personal use. Kindly guide on this, and what steps to be taken to stop this practice.
