Deduction of money & non Compliance of Complaint

I am using BSNL Prepaid Mobile Connection. BSNL activated any Chat Messenger service itself and deducted amount from my balance. When I acknowledged I registered complaint at BSNL Customer care on 9 Dec 10. They assured to solve in 24-48 hours. But NO REPLY came from BSNL. after 1 month again deducted the same amount from my balance. When I enquired BSNL Customer care executive replied that your Complaint has not solved yet. and suggested to go to BSNL Office to give application in this regard. While I have Suffered a lot because this time when deduction made I was out of Station & I had not remain sufficient amount to make a call. now what to do...
