False deduction of balance

BSNL activates his alert service on my number 9407822299 without any request two times and deduct my balance by Rs 25 (total Rs 50) two time also and when i contact to customer care i am not getting any satisfactory answer nor my balance back. customer service agent told me clearly that balance will not be refunded.so please suggest me that how can i get my money back.
