MMS not enabled

I got Nokia 5233 handset in July. I am asking BPL mobile since then to enable MMS service. But it is not able to give the proper handset settings for the same.

Spoke to cust care of BPL at least 15 times every month since than.

I am unable to send MMS to any phone not even a nokia handset. Cant send a .vcf attachement.
