EXCESSIVE WRONG BILLING

I am having telephone connection at my residence from BSNL. As per standing instruction, bills are regularly being

debited to my Bank a/c. since last more than two years i.e. I am ECS subscriber. Today I have received a bill for my telephone no.079-27411088 showing previous balance of Rs.865.84 and penalty of Rs.15.39 for late payment. I fail to understand when all the previous bills are debited to my a/c. as per the bill amount, how this previous balance has arisen and when all the payments were paid on what grounds BSNL has slapped a penalty for late payment.

I would also like to register the protest against the billing system of BSNL and the bills provided to the customers which in no way giving clear picture about the charges billed. Even after considering charges and discounts shown

on the bill, the total payable amount does not tally.
