Wrong billing

Hi,

I live in hyderabad.one year ago i transferred my bsnl broadband connection (040-23514242) from moosapet to maheshnagar. After transferring the connection they told that broadband is not available in that area. But iam getting monthly bills for broadband connection and when i contact accounts officer he told that he can see my broadband is active in the acount and can't do any thing. Then i contacted the local bsnl office and submitted the application to stop the billing for my non existing BB connection. But i did not get response instead they sent a legal notice saying that they will take action if i don't pay my bill with in 15 days.

what a worst kind of strategy they follow. Can i file a case against them?
