Gprs230, frequently disconnect

I am using bsnl prepaid scheme gprs230 (monthly plan) but i am not able to browse continuously with my laptop. it disconnect several time in a hour, iam contact with customer care he is said there is no fault in our side its may be signal problem. but i got full signal strength. my money and time is waste. how i can complaint to consumer court are any other way for right action.
