No proper step taken after complaining to customar care

I tried to recharge my BSNL prepaid connection using the online service provided by BSNL on 01.02 2010. I tried to recharge with a top up of Rs.110. The amount was debited from my bank account. but i didn't receive the corresponding talk value. then i informed the customer care service provided by BSNL about the same. They lodged a complain saying that they have informed the technical department and the matter will be solved soon. But enough time has passed and nothing has been done so far. I have called them at least 4-5 times but each time they are just asking to wait and that the matter will be solved as they have informed the technical department. I doubt they will take any necessary action and that's why decided to lodge a complain against this customer care service and technical department of BSNL.
